Open Question: Microsoft Security Essentials not working?

I'm using a HP pavilion dv6500 Notebook PC and every time i click on MSE i keep getting this message "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator." can someone please help me by telling me how to fix this problem. can't uninstall or reinstall.
